You sound like you don’t quite feel at home in Israel! on the other hand going to London even that you where familiar with everything you didn’t feel there at home either (I think). I don’t think that clothes are the issue because you can buy beautiful modest clothes in Israel. Why not just be you, you don’t have to dress like other religious woman, dress what makes you feel happy. Don’t be somebody that you are not and be true to yourself and I think with time you find your place. Shabbat Shalom
