I personally think that disbelievers still experience some providence, some "coincidences," etc., just not on as a high and miraculous level as people with more emuna. After all, "everything the merciful one does is for the good." Also, as Rebbe Nachman says, even if people are consigned to "nature" rather than direct providence, "nature" is itself also a form of providence.
